I want to take this opportunity to let you know what a fine job Diane Skinner is doing on our mediation cases.
She deserves additional credit for resolving one particular difficult case this week. It involved a dog kennel and a county ordinance violation. There were several complaining neighbors, a fairly mad Marshall's Office, and a hot attorney for the defendant. On top of that the county ordinance was probably unconstitutional, so it may have ended up in the Supreme Court. Despite all those factors the case was successfully mediated along with 5 or 6 other cases.

It is my honor to recommend Diane B. Skinner as a Mediator. Ms. Skinner has been the only mediator in our State Court program, which was started with her as the mediator 15 years ago. During this time period, Ms. Skinner has always been professional while assisting parties in difficult cases, while trying to find agreements between the Defendant and Victim. And, she has developed an excellent working relationship with our court staff and Solicitors. During her tenure with our court program, she has mediated many types of cases. Listed below are a few types:
Politically sensitive cases; Simple battery;. Disorderly conduct;. Family violence; Siblings; Non-sexual room-mates; School attendance;. Failure to repay unemployment; Child abandonment;. Simple assault;. Other cases as the court deems beneficial.
Ms. Skinner has a very high success rate of agreements and I feel she has this success rate because she listens to both parties. She also follows up with the parties to ensure the agreement has been met. She honors the confidentiality agreement exceptions as well, as Ms. Skinner has reported several cases of child abuse, threats of harm to spouses, and threat to one’s self. Ms. Skinner takes her job very seriously.
She will be greatly missed as she leaves our program and moves from of our Judicial District to other districts. She will be an asset to any program that welcomes her to their district.
